When someone replies "+1", it usually either means:
The user agrees with the post he is replying to.
The user 'likes' the post he is replying to.
"+1" can be considered as a "thumbs up" or "like". It is often used on forums where a "like" or "thumbs up" button is nonexistent.
The reason it is "+1" and not "+2" is because it means that there's "plus one user that likes the post".
Sometimes you will also notice that some users will just reply "+" instead of "+1".
