I'm a bit curious: why include the public option if it is only slightly above 3% of the required total? I mean, is there really a chance that if someone sent this much, they don't have at least a few public ones from the start of their gifting carrier?

CV is contribution value. The amount of 'xp' you get by giving away games.
The value is taken from the US steam store.
Gta5 will get you 60 CV.
But other games will get you only 15% of their steam value as CV because they have been bunled in the past. If a game has been discounted by 95% it is considered bundled as well.
Bunled games can be found here. Note there is only 1 person adding games so it is not up to date and games that are not there van be added retroactive. So Your CV might drop suddenly because a game has been added that wasnt in the list before.

Simple CV is just CV you get from giveaways based on how much CV it gives on SG for game (depending on what ind of game and if bundled). So let's say you buy AAA game on sale that's 40€ normally but you get it for 7€, and give it away. You get 40 CV upon succesfully completing giveaway, but real CV is what you spend for game that's on sale, that's 7.

Real CV is actually what you just described as the simple CV. It's the contributor value you get after those bundle checks and your level is based on it.
The simpler value is the one that shows up on your profile after the amount of gifts you have won/sent. That one does not care about bundled games, everything is added to the number.
SteamGifts won't know how much you actually paid for the games you are giving away. I don't think there's any reliable method to do that.

there isn't any obsession neither ego everyone is free to make his own list and have who he want. you for instance want to have a whitelist with only french people the rest don't fit.
you could also say you must be old enough in the site.
I from the other hand had the one that I posted here on my mind.
not that I haven't included people with lesser cv.
and I guess that after 2 or 3 years its easily obtainable
