Unable to activate the game won in a giveaway

Message the creator and ask for a ROW copy of it and until then mark it unrecieved

I'm not sure if it is a region-locked key message. It sounds more like a product not sold / distributed / available in your country. What game is it ?

This problem seem to be related to your country, not to the GA creator, sad but I think you have to return the game to the GA creator so he can reroll...
This game might contain something that your country didn't like and decided that it should be banned...

You can ask the creator for a row key, and if he wont give it to you you can: a) mark it as not recieved (waiting a week), b) ask the support for a GA deletion

3. The NOT RECIVED option will unlock 7 days after you won the game.
4. After that time you can mark as NOT RECIVED.

ask for a row key, if not than mark as not after 7 days.
you can agree for a reroll, but most likely support will delete the GA cause you can't know the next winner will be able to activate the key...
