I like this suggestion. particularly that whitelist ignores level. I have people in my whitelist that are low level and would like them to be able to participate in my giveaways even if I set a high level.

Yup, or in short, just let us mix and match everything as we like. The individual features are all set up so it's just a matter of combining them.
Too bad nothing is ever implemented!

After reading something about people that bruteforce links to enter hidden (puzzle) giveaways....and this explained recent things I noticed

I have another reason for my wish:
A hidden Giveaway only for group members/whitelisted, as we are not allowed to to custom giveaway rules (a reroll is not granted).

You have my vote :-)

One possible workaround (mostly for trains) is to use a regular group-GA for the first wagon, and invite-only GAs for the rest. That's what I've done here.

It would also be nice if region restrictions could also be mix-match
