Sent Paypal an E-Mail, they responded :
Dear X,
Thank you for contacting PayPal regarding your survey.
I have reviewed your account and in order to get the $5.00 applied to your account, please send us a screenshot of the email we sent you containing the survey. You can upload this screenshot to our website by following the instructions below.
They are saying that only if you got the e-mail that contained the link to the survey ( maybe nobody or a limited number of people got it ) which is gimmick and a stupid excuse. That it's just a "fugde you for helping us" in the face.

Just click through the offers, pick the $5 Paypal at the end and enter your Paypal email.
Apparently it's legit, the website is owned by Paypal.
