I would send them the unique gift URL personally. That way they know it is 100% legit becuase no one else has ever had access to their steam key. Also, they are emailed the link that will allow them to download and install thier games elsewhere.

You can send either, but I would like to think people would be extra appreciative of the unique gift url as opposed to simply the key code.
