Is Torchlight 2 RU Region Restricted gift?

I asked steam support, they said that it doesnt have any difference with usual Torchlight 2, but I want to ask you too...
And its not pre-order gift

http://cdr.thebronasium.com/sub/16808/cdr_id:8255 TL2 RU+CIS == region/IP locked, you can only play the RU version in CIS territories.
http://cdr.thebronasium.com/sub/16833 TL2 RU == doesn't appear to be region locked. Take the risk at your own peril.
