It would still take a week to determine if the giveaway was truly fake or not with a system like that, so it wouldn't be much different than the current "BAN THE PHONY!" system.

Doesn't really seem to solve anything I think, other than the issue of making steamgifts appear less legit to the outside observer alongside giving hackers an actual reason to hack the website (So they can attempt to gain access to those mailed-in gifts).
A Much simpler idea would be to modify the already existing 'you can only submit a number of giveaways based on your feedback' system to make it so users with no feedback can only create a single giveaway until they actually receive feedback. If even a bit of the feedback on that giveaway is negative they get flagged for a moderator of some sort to look into. That way the most you'd have to deal with is a single fake giveaway followed by the account being banned vigorously.

First, have a new email created (example: Gifts@SteamGifts.com). Whenever someone starts a giveaway, have them send the gift to this email to verify that they're purchasing the gift, and then have them resend it to the actual winner once the giveaway is complete.
For those with CD keys to gift, make it so that users may bypass the original rule of gifting to this new email only after they have built up a trustworthy reputation (say, 80%+ positive feedback after 10+ giveaways.)
