so i have a base giftable game crusader kings 2 that i got as an extra for preordering eu4... and im wondering if i do get the full value or not of ck2 if i giveaway that game, since i notice that base ck2 game has an asterisk next to it???

No, I believe. Even though it's the non-bundled version, it's treated the same.
Edit: could be different if you take it up to support as suggested above, I suppose.

If the game has a *, it counts as a bundle one regardless in what form it comes - key or gift .
