Oh, and in my account details it's called FINAL FANTASY XIII (NE). What does the NE stand for?

Reminds me of one of the only MMOs I ever really played. Some people would say trading an item back and forth rapidly just before the servers cut off for maintenance would sometimes cause both people to end up with a copy of that same item.
I would sure say it isn't implausible that you got it free by accident, and who knows what auditing system they have in check. Price glitches don't get retroactively fixed...

The exact thing happened to me when I went to buy Castlevania:LoS2.
Tried to buy the game, was stuck on the processing page, reload, try to buy again and it said I already had it. Checked my library, and it was there... half an hour later, game was removed from my library, and I was never charged (and I never received the email from Steam). I think if you don't receive the Steam "Thank you for your purchase" email, the process fails.
They will remove the game from your library eventually.

Well, probably not. I guess they will sort this out later. But ok, here is what happened:
Steam servers were down. Shortly after they were up again, I wanted to buy FFXIII. I added it to the cart, selected "My Paypal account" and pressed continue. Nothing happened. After a while I pressed reload. The game was still in the cart. But I couldn't buy it, because it said I already own it. And yeah, it's in my library. But no money was transferred from paypal, and I didn't get any confirmation email from Valve ("thank you for your purchase bla bla...").
I guess they will charge my paypal account later. Or remove the game from my library, so I have to buy it again. But maybe, just maybe I got lucky one time and can have it for free... ;)
