Hello. Im creating a new account that i will be playing on for a while and i want to move some of my Dota2 stats items to it so that they count while i play there. The problem is you cant trade for 2 weeks after activating stream guard. Is there some way around that to get my items into my new account without waiting 2 weeks?

Nope. Think about it: If your account was stolen, and the stealer could trade all of your items in a minute, you would be very pissed, wouldn't you? You would have 2 weeks to get back your account, which is precious time, until this time the stealer could only get a VAC ban on your games, but nothing more. I suggest you to wait out that 2 weeks, and NEVER disable Steam Guard, if your Steam account worth anything for you.

yeah that is all fine but what if they go and steam vac all your games or most,then all you have let are items that you can trade to another account after you buy the game again

but none the less i guess it is a useful feature but i think it would be better served if they made every game that has VAC require a password before launching the online game itself

+1. NOTHING is worth disabling Steam Guard (except if you lost access to your email or something).

they can always steal items in older account, its not necessary for them to create a new one

When they log in from different place, they must wait 15 days before they can trade anything from inventory. So even if you give someone your's nick, password, email and password to it (to type in steamguard code) he can't immediately trade stuff from inventory.

15 days is for activating SteamGuard.
7 days for a new device or changing the payment method

My friend has a bunch of Steam gifts that he's totally going to give me, but he's not on right now. Is there any way I can just log in to his account and send myself the gifts? You know, without knowing his password or having access to his email? Also, he wanted me to use his Steam Wallet to buy me a bunch of TF2 keys as well. I pinkie swear that its all true.

Nope. It is there for a reason but unfortunately it does create obstacles for non-nefarious actions such as this.
