I did not add a new card.

Got this error when I was placing an order for a Booster Pack. Any Idea ?
I placed around 5 orders a minute before error.

EDIT : I'm able to place orders again. Guess it was a bug.

No.. I placed a few orders.. maybe 5 - 7 before getting this error.

OP has not said he did those changes and why he could do some offers and suddenly no more?
Perhaps viper read it on the cards, or the stones, or the bones.

Yeah. If you log in from a new PC or device, Steam disables your account from using the market for 7 days. Happened to me, that I got a new phone during the Summer Sale, and tried to login from there. It let me, but had my account disabled there. Luckily I had my Vita, so I could sell the Summer Adventure Crads :D

I had exactly the same problem, there is about a week, I contacted support, and they say to me restart Steam.
And the problem was solved.

when ur using browser and the client,steam market can get buggy from browser cookies

I can see why they'd do it when you add funds for the first time, but this time again... or even everytime? That's fucked up and they should at least warn you about it before.
