is this a scam ?

I wanted to trade some items on a game for a paysafe card .
He went first... he gave me the paysafe code ,i go to steam wallet and click on add 10 E . I put the code there are it says the paysafe is too low it have only 9.35 euro . And then i go to ADD 5 E and it says paysafe it`s too low it have only 4.35 how can this be possible ?.
My question is if this is a scam i never heard ?

Scam. They don't have the funds, or they're moving them out.

Either way, you're not getting the money.

it only says that amount that is missing, hence it only has a few cents. yes, you've been scammed
