Sounds like a cool idea, but it would require a fair amount of code writing (and difficult code writing at that; I would not want to be the one figuring out the heuristics of finding the best user match-ups) and, assuming the site is somewhat popular, a pretty intense server setup and a lot of database storage space.

Are you only scanning people who go to your website or everyone on Steam's inventory? If you plan on going further than the people who come to your website, you're asking for some issues.
This was done for TF2 unusual hats and had the person pretty much blacklisted from the entire TF2 trading community due to the fact he was using it to lowball people who had rare hats and were unaware of it. If someone wants to trade, they'll find out how. Scanning inventories and harassing people is not how it's done.
If you're only scanning people who go to your website, then best of luck, but you're supposed to get permission to advertise.

Well, you have a good point, but I wanted to do it like SteamGifts anyway.
Thoose who want to trade their dupe cards go to this page, login (and register, if first login) and give permission to scan all that stuff. Only items you've marked for trading will be used to find a matching trading partner. The same, when someone else finds you, he only finds the items, you've marked.

Hey there!
I've just registered steambadges.com. I've got the idea of a website that scans your inventory. After that you have to select the cards you want to trade and the ones you need. Then the system searches for someone, who has the cards you want and needs the ones you have. You'll get the result listed, add the opponent and trade.
How do you like that idea? I think, it's just the beginning of something bigger (like TF2/Dota 2 keys) :P
Update:
I wrote the mechanism to read the badge data, sadly the sAPI doesn't support the badge data yet :(
