You have to make an account to buy with CC, the code appears on the main page of your profile. Also, it does run for another 5 days, according to the time, but the last timer they had cut the deal off when the clock said 9 hours remaining so take your time but don't leave it to the last minute.

The page for Cities in Motion Collection says it uses the Steamworks tool, so yeah, that means it should.
