'Correct' is a difficult term to apply to any romanization of Japanese, as there are several common systems that slightly differ from each other.
The most common system in the western world (Hepburn) would usually use a macron to indicate long vowels, making it 'otanjōbi omedetō gozaimasu', but rendering the long 'o' sound as 'ou' like you did with 'otanjoubi' is pretty common, too. In that case, though, you'd also have to render 'おめでとう' as 'omedetou' for consistency.
(Also, I don't know if there actually is any system that would transcribe 'おめでとう' as 'omedetoo'.)
