AzureKyte has written the easiest part, the hardest part is to put the numbers in a grid correctly, like in a sudoku puzzle. I've put some lines together, but I'm too lazy to finish it and check. You also have to convert the dec values to hex to form a correct CD key template, I guess. So gl guys.

I've solved it, everything adds up to what it's supposed to but none of the codes are valid. So it would appear that there are multiple solutions or you've made a mistake somewhere when you made it.

multiple solutions seems likely when you look at the raw numbers: 3'160'080 combinations to match 9 sums and bruteforcing will take some time

You haven't defined enough parameters - multiple valid solutions exist. I've found a few that solve the conditions given fine but do not yield valid codes (even ignoring the order 2 degeneracy from the columns). Ah, the joys of linear algebra...
