That's a bit of an assumption, though.
I don't know where else it could come from. I assume that when it's an indie game, the keys most probably come from the developers themselves, and the triple-A titles come from the distributors.

The site simscri.net prevents hotlinking to conserve bandwidth. They do this by filtering any requests that do not include a http referer (yes it's spelt like that) that match a whitelist (likely only simscri.net). In this case, blank referer is permitted - meaning the image can be directly accessed - so I simply mirrored it for convenience :)

Where do keys come from....well...everytime you put a key into a keyhole you impregnate the door and some time later a new key pops out.

In recent days the use of keycards has grown and it's still the same principle as long as you have to stick it in somewhere or swipe it throug a slot. But it doesn't work with proximity keycards....those are the gay marriages of the key community.

Any developer/publisher can generate as many keys for his game as he want on steam itself. So long story short:

  1. Dev/Pub contacts bundle page or bundle page contacts dev/pub
  2. They agree on terms.
  3. Bundle request particular number of keys. Let's see they assume they gonna sell ~7k bundles, so they order 10k keys just in case.
  4. Dev/Pub logs into his dev/pub account on steam and generates 10k keys
  5. Dev/pub sends them to bundle site
  6. Bundle site after bundle ends gives dev generated money and either gives key back or put them on sale in their non-bundle store.
Source - few friends who published their games on Steam ;)

Well Billy, keys come from a special place when two people love each other. The developer decides that they would like their bouncing baby game to be shared in this great wide world. Then they pass off the code to be bought or given out where people can check out a video or demo of the game. Then the future guardian decides they want to enjoy the game. They get a key from a magical fairy, who let's them enjoy the game on Steam. Then they will play with the game and voice their opinion and if they like it the developers will create a brother or sister that will continue the legacy of them.
