During the 90% price discount, the Russian price discount compared to the US base price was 96%, which got it into the exploited section, since it obviously became popular during that time. Not the first game to have it happen, the Serious Sam collection was bundle listed for the same reason, and some C&C games did it in the past.

For consistency purposes information about Civilization V (base game) should be reviewed. It is also almost over 95% off comparing regional RU / US pricing at sales, although it was added to the bundle list with the date after the GMG promotion, it should have been added with an earlier date as well now with this update.

Speaking of price errors, how long should one last until the game is bundled? For example, Just Cause 2 had a price error (94% off instead 75% off) for an hour or two I believe a few days ago on GamersGate.

Indeed, 95% is the minimum. With the Steam store items, regional pricing can get it there, but 3rd party stores don't tend to have that so much.

It isn't about how long the price bug remains before it goes on the list, they just want to prevent people from abusing it.
"Poker Night at the Inventory" was part of the TellTale bundle. But since there wasn't a million giveaways for that, its not on the bundle list.

I think it had more to do with the fact that it was all on one key and not individual.
The walking dead was on its own key if you paid more then 6 dollars and if you check it is on the bundle list and its only been in one bundle and that was the TellTale bundle.

And this is the problem of making CV represent an exact worth of money (in this case in USD)...
Comparing to USA russians usually pay less while european people usually more, and that's even worse at AU. So the question is why CV uses USD as a base currency?
An offer of -75% is the same on all countries, the only diference is the base price of the game. So comparing the flat price (not real percentage of discount) towards the price on USD and then calculate the "equivalent discount" is just wrong.

Yeah it was not a price error (talking about Payday), it was 90% off in Russia too on Steam Store. And that just happened to be -96% compared to the US price, which is insanely stupid. If it was actually off -96% on the russian steamfront, okay - but it wasn't. It was a regular -90%.
Maybe they wanna compare all the exchange rates all the time too and unbundle it again in case it goes from 95,2% to 94.9%?

Yes, not everyone can afford to buy a game and gift it here (and pray it wont be on a bundle someday), the CV should be limited for Free Games as Mafia or Civilization 5, who cares if the game was on a bundle? you spend yoor money and now you are gifting to everyone who is interested on it. Thats what matters.

Sometimes games get bundled unfair IMO. For example Payday here. Going by that logic all games that ever were discounted -90% on Steam should be bundled.
I don't really care about it but I don't see consistency in bundling some of the titles on SG and I like consistency.

On the other hand in these topics you don't usually see people who just bought 1 cheap copy gave it away alongside their other GAs crying. Ofc I lose 60$CV - happens. I can live with it. I get what you're saying but that's not the logic that was used. It was over 95% off versus US base price and not all games will go to that in Russia with 90% Steam discounts.
Payday is 299 rubles normally (roughly $8.99) versus the US price of $19.99. The 90% off on Steam took it below the $1 mark in Russia and therefore past the 95% threshold they're implementing here on SG. Some other games that cost $19.99 in the US are priced at 399 rubles ($12) instead of 299 in Russia so a 90% discount would make those $1.20 and not going over the 95% SG limit.
There's no consistency with Steam prices based on region in terms of percentage. Yeah, Russia is always going to be cheaper, but precisely how much cheaper depends on the game. I'm in the UK and see varied prices too - most games I pay a little more than US price, sometimes I pay about the same, rarely I pay a little less but it does happen - depends on the publisher.

getting 200$ CV fot the price of 8.5$ is imho abuse. 8.5$ is like 2 BTA bundles, and a lot of these (for example IR) will give you less value than this 200$.
Still it all depends on how you see it - for me the whole system will always be abused and will aways make people argue over it - only way to reapir it is to get rid of it :>

Yeah but it doesn't happen if you create public giveaways with CV limit. I don't do giveaways for everyone either anymore. But sometimes I do public ones with 500, 1000, 2000 or 3000$ CV limit. That way you make sure people who get it actually know how this site works and are honest.

I stopped caring about CV a while ago. I agree that buying a bundle for $1 and earning $70-100 CV is too much, but sometimes SG marks games as bundle even though they shouldn't be so. Like with Portal 2, it was hard as hell to complete the programming sequences for code.org, even if you had the answers the site was bugged and wouldn't let you go to the next stage, and it was still marked as bundle on 11/dec. And the funny thing is, there were only about 100 giveaways created due to the free Portal 2 on code.org. Now it will be a bundle game forever (or for years to come) just because it was free, even though very few people got it, since it was hard/troubling as hell to get it. It's different than Civ5/Mafia II or Blackwell Deception, where people got shitloads of keys. Aside from that, what's the difference if you pay $2 and earn $20 CV, or if you pay $0.7 and earn $20 CV? You're still not paying even 1/6 of $20 for 20 CV. Like I said, I stopped caring about CV a while ago, it's just that the situation is out of hand. Next thing you know, if some developer gives away 20-30 free keys of some game, it will be bundle for years here on SG.

I agree with others though, 90% off shouldn't be counted as exploited based on the fact that it's cheaper in a different currency. It's still only 90% off the base price there too. Oh well, it's up to the admins to choose how to run their own site. I won't lose any sleep over this.

If the price compared to other currency is a factor then I'll just throw in that a lot of games do cost the same in euro as in dollar often even a bit more and dollar compared to euro is like already 25% off. Which would mean if a game gets 90% off in dollar that would mean its more than 90% off compared to the euro which would result in the game should get "bundled".
But then most of the games in the store would be bundled ^^

Not exactly. It would make it more than 90% off? Yes, it would be 92,5%. Would tht make it to the bundle list? No.
Also, don't forget, this site actually uses US store prices for CV calculation. Because of that, it might not immidiately show that you get 10CV for a game because it's 9.99 USD instead of 9.99 EUR (although it does say so on every giveaway page).

Oh look, now more games that will rarely be given away except when on sale or actually bundled. Seriously, the bundle list and the effect bundled games have on CV needs to be re-evaluated badly before all but newly released games and DLC ends up bundled and it's almost impossible for a new member to get a decent level of CV.
