How can I check whether a game has a region restriction to Russian or not. And on related note, is TDU2 is region restricted from Russian store?

Lets take these into consideration
store.steampowered.com/app/9930/?cc=ru <<< russian store
store.steampowered.com/app/9930/?cc=us <<< US store
store.steampowered.com/app/9930/?cc=uk <<< UK store

if you hover over the "add to cart button" in the Russian store. you will get a little thing in the very bottom left that says.
"javascript:addToCart( 7320);"
You then perform this with the other stores, i will use UK for example
"javascript:addToCart( 7320);"
Now i know the numbers match, i know i will get the EXACT same version if i buy it in the Russian store.
If the numbers don't match, don't risk it. You may lose out.

Once you've confirmed the numbers match, run on down to a currency converter (i use XE Currency) to find out how much it'll cost in russia. Then consult your friendly neighborhood Russian to discuss a purchase.

Remember, steam doesn't like this. So don't do it for EVERY purchase, or they might catch on. I tend to do this for the overly expensive games, or the ones that aren't available in my region (AC3 and Far Cry 3 on release)

Some of the bigger titles will say the following message in a big orange box.
"Notice: Purchases made in Russia and CIS countries will only be playable in Russia and CIS countries."

If this pops up. Walk away, you can't get it from a Russian.

Very ineffective way. Just go to http://cdr.thebronasium.com/, enter appID or subID in corresponding field and go from there.

this was more, purchasing from other regions, as well as checking the region restriction.

You can't purchase from other regions, and if you try to bypass IP check you're risking getting banned.

As for checking region restriction the method you described doesn't do that. All you can tell by comparing numbers is that versions are different. But you won't know why they are different or what the difference is.

Also you don't take into account that US store can get restricted versions while other stores don't. In this case numbers will be different, too, but your guts will be wrong. However unlikely it is a possibility.

Bottom line, your method is outdated.

If you'd have read my post properly, you'd realise that this is a method of confirming that when you buy from a russian guy, you will be getting a compatible version.

Compatible with what? I don't think someone would care if the only difference was absence of Swahili in russian version. But that difference would result in different ID numbers.
