If the DLC doesn't appear on your Steam profile, we can't tell whether or not you own it. This update was mostly geared towards DLC gifts where the base game wasn't registering correctly.

Binding of Isaac DLC and soundtrack doesn't appear on Steam user profiles, so we have no way of determining if you own it.

Just tried syncing as I got the Tomb Raider Collection last night, but it's only giving me a few of them and not all of the games. I already tried synching it again, but it stays the same :(

Yep, it's an issue with Steam. Hopefully one day they start displaying a complete list of games and DLC owned by users.

You can try installing it then playing it for a moment, Lina told me about issues with SS HD: The second encounter and I couldn't indeed find it on my list too, after playing for a short moment it showed up. It's lame workaround but some kind at least.

I have one even more fun, for DOTA 2. I have to use the shop to be able to install the game. It refuses to show in my library. When I go to the store page I get the big green bar with a play now button. That then installs it. Once installed it shows in my library, but if I remove the local content, it's gone again!

Just made a thread but I suppose it would have been better here. I own the Deus Ex Collection and my SG sync list shows the collection as well as the individual items but I can still enter collection giveaways

A little confusing, but I'll try to explain. SG recognizes that you own The Deus Ex Collection, which was previously located at http://store.steampowered.com/sub/296/ and contained Deus Ex: Game of the Year Edition and Deus Ex: Invisible War. You're entering giveaways for Deus Ex Collection, located at http://store.steampowered.com/sub/15147/ which contains the above games, along with Deus Ex: Human Revolution, and a few DLCs. Since we can't recognize these DLCs on your account, you're able to enter Deus Ex Collection giveaways.

So how exactly do items without store pages work then. SG obviously thinks I have the non-existant Deus Ex Collection but can't identify Batman Arkham Asylum (non- GoTY).
It's not a big issue I was just curious. I only entered the giveaway to check whether I could and immeadatley removed my entry.

We just rolled out an update to better track DLC and bundles. There were a few issues before where some giveaways for DLC would not require the user to own the base game prior to entering. This should now be resolved. As well, the sync should do a better job at detecting bundles in your account.
Edit: To clarify, this update is not going to find additional DLC on your account. Steam does not provide us with the necessary data to resolve that issue. This update simply fixed 700 DLC games and bundles that were allowing users to enter, without owning the corresponding base game.
