Did you try getting it through the Steam software instead of browser? That did it for me.

I'm from Europe (Spain) and was able to download it by checking it out at the Steam Store through the Steam software instead of Chrome.

I can't add it. It says "An error was encountered while processing your request: There was a problem adding this product to your Steam account."

The second one doesn't work at all because not my region.
