If someone created a giveaway with a game,but it has the "not-tradable" tag,will he be able to send it as a gift?

Yes. The winners shouldn't be trading their wins anyway or they get banned.

It's not me,there is a giveaway with The Orange box.The user that created the giveaway has the game but it isn't tradable.
