Sounds like the same error I had when trying to make some larger than usual steam purchases via paypal - "An unexpected error has occurred. Your purchase has not been completed." Credit card still worked, though. I assume it's some fraud prevention algorithm on Valve's part, but that's just a guess...
Somewhere I've read you can contact Steam support and (eventually) have your account marked as a big spender, so you don't have to deal with this sort of nonsense. Was afraid to contact them just yet in case some overworked support person pushes the wrong button and locks me out for the duration of the sale. Good luck! :)

Better Google for better results but;
Steam has purchase and activation limits:
around 25 key activations per day
around 10 store purchases per hour
(might be slightly different but there "are" limits)
If you anyway hit those, you get this error, been there. It doesn't need to be bank related or such (but better check). Just let it cool down and remember not to buy/activate in "bulk" next time. And ticket'ing those won't help you loose discount deadline during winter sale...

I asked Steam Support awhile back with the exact same issue, what they told me was to do the following (excerpt from the email):
If using a PC
If using a Mac:
For all operating systems:
If the issue still persists, try using a web browser (Internet Explorer 7 or higher on PC, or Safari if on a Mac) to make the purchase using http://store.steampowered.com/

This worked rather well with the problem and pretty much fixed it entirely, what it does (I assume) is reinstall all the updates for Steam. Hope this works for you too!

I have the exact same problem with PayPal during 'rush hours' on Steam. Direct banking works fine in those situations, so I guess it's a problem between Steam and PayPal, since I can use PayPal just fine 2-3 hours after the new deals are up. Seems like Valve doesn't keep up with server infrastructure vs. user amount that well.

I continue to get "Unexpected error" When I try to shove money into Steam's gullet. I noticed that in my bank account, the last game I purchased has not completed the transaction. Has anyone else experienced this? Is there a way t expedite it? Besides making a ticket, anyway. I know it's not my bank, as I have made multiple non-steam purchases since then.
