I'm sure Valve would be quick to ban those accounts for Paypal trading or otherwise suspicious activity after the first dozen or so copies of Skyrim are purchased.
I would not say this would shoot Valve in the foot though, especially if the discount were capped at a sensible level (perhaps max 30% additional discount). It would reward Valve's best customers.

There are numerous Russian sellers who do the same thing everyday when a new daily deal arrives. If they had an issue, they could go to TF2Outpost and get a huge chunk of them in one sweep.
It was more of a joke response to a joke thread though. I do think it'd hurt them, I rarely buy directly from Steam now as there are many cases where I've found it cheaper elsewhere or have received a bundle in separate keys when I would have otherwise lost games through Steam.

I'm aware of the Russian sellers, but I guess I am doubtful of the volume that they move. Even if it does exceed one or two dozen copies a day (which I personally suspect is a stretch, but I'm open to being proven wrong) I am sure it would not approach the level of a everyone, or lets say a large block of Steam users, all seeking out a handful of users to purchase for them.
I still disagree though that it would hurt them. I think it might give some people a reason to start choosing Steam again since I am sure that you are not alone in increasingly buying from third party sources whether Amazon, GMG, or people on SteamTrades, TF2OP, or wherever. I know I am in that same boat myself. A loyalty program of some sort (whether tied to Steam levels or not) would at least make me consider Steam more often and weigh it as an option more seriously. Depending on how good the program it is it could get me buying more items on Steam direct.

So, it turns out the next sale will have one game a day, where the price will be decreased by the number of your current Steam level (though I imagine that it would cap before someone hits L100 once that becomes possible).
So, if you are some little Level 5 user who has been selling all your cards, I hope you like 5% discounts on several titles, while those crazy people who bought every card they could will be getting 50% or more off.
