You sent her the copy that was supposed to be sent 3 times or the personal one ? The personal one can be only used one time and is not limited in time, while the one that is supposed to be shared 3 times is limited in time.

It says that because the links have only been claimed not redeemed. The people who took the extra copies need to redeem it to their steam account
Edit: They must have probably not claimed the page then. Once you select to "Email the gift" you need to open the key link in your email to claim the page.

Agreed. This sounds like the most likely explanation to me. Since there's only one link for all three copies, if the first friend to receive the link from the original poster shared it with others, the additional two copies could have been claimed before the original poster sent the link to the second friend.

So I bought the BTA copy, which gave me 3 copies of Insurgency.
I gave a copy to a friend, and another friend wanted a copy.
So I sent her the link, and it says it's been claimed?
