Can't make a giveaway for DOTA 2?

Hey, I'm trying to do my second giveaway here, and in the game selection box on the Create a Giveaway page, I can't find DOTA 2. It's not there. At all. Has that game been banned from giveaways?

And if for instance I, would want to give away a Dota gift randomly here, how would I go by doing it ? -it's all I can give now...I don't understand this restriction.
