Easy
First, regular users can't do anything anyway, apart from harassment.
Second, it's very easy for someone to make baseless allegations through misunderstanding or malice and start a witch-hunt against someone who didn't even do anything.
You have a problem with someone, you bring it to support, where things can be sorted out and moderators can actually take action, like suspensions. If you try to make it public and start a witch-hunt, no one will be able to do anything but harass the user and maybe even cause them to get rid of any evidence of wrongdoing before someone who can actually do something gets to see it. On top of that, you'll wind up being the one on the wrong end of a suspension, as calling out users is strictly prohibited. No public accusations are allowed here whatsoever.

As the title says, can I have a user killed? Or do I get irritated easily?
User wins one of my giveaways but did not mark it as received so I sent a follow up email with reply, nothing came back.
Fast forward a couple of days, I add the user as a friend on Steam to make sure, this is accepted and I send a direct message, no reply.
Another 24 hours pass and the user finally replies, saying they gave the gift away to their friend. I ask if they will mark the prize as received, to which the reply is that they won't, unless I pay them money.
Can I kill them?
Just to add, I have contacted support with full evidence. I just wondered whether it is worth calling a hit on them.

Support replied in this thread, the user got a permaban. Result.
