Play the story, it is basically a tutorial. What you need is a source of income, try to build what is the most abundant on the island. Oil and mining structures are good early cash givers, but so is farms.

i hope the bad English is because of the language is not native to them

but in any case if you are already getting stuck it might bot be the game for you

you have to learn the game play it awhile find out what works for you

they use to have a sandbox type mode might want to try that then do the missions

you can look on you tube for videos and guides

Game Faqs by now should have something

and countless other sources for help even steam itself should have some guides that users posted

I recommend doing the missions before Sandbox. With Sandbox, you're left to your own devices much more - the storyline guides you along somewhat.

i haven't played tropico 4 yet, but in tropico 5 they teach you things slowly as you do the campaign.

'tis the same for Tropico 4 - there are tutorial missions. It's a better game in quite a few ways, though Tropico 5 has its merits too.

I played the shit out of Tropico 4. Start with mines for income and farms or wharves for food. Don't prioritize housing or entertainment even though ppl will complain about them. Get church and clinic sometime early on when money permits. Without a high school or college you won't always have ppl working there and that's fine until the midgame. Keep rolling with that until you seem to have a worker shortage and get an immigration office. When you get an immigration office you should get a high school too.

From there just experiment and see which needs you want to balance against the mission goals. Reply to this comment if you have more questions.
