You probably could run it with 350W, but you may have issues depending on what you do. I have no idea, though, the data isn't consistent.

No, they deliver 550W to the PC, what they draw out of the plug is higher since the energy must be converted from AC to DC (or was it DC to AC?), anyway that causes a loss of energy when converted. And 80+ certified PSU's succesfully convert atleast 80% of the power they draw, resulting less energy loss.

350W should easily handle a 750 or 750Ti, they're very efficient cards.

Is that it? The 650 Ti is like 50% more powerful than the 650 (last I checked), I'm surprised there isn't a similar performance gap in the 700 series.

The 750 Ti is the best value card right now; I'd just save up the extra $30 to get that.

I'd chose 750 TI if I where you, the price/performance price is better.
Also I recommend you this version: MSI GAMING N750Ti TF 2GD5/OC GeForce GTX 750 Ti.
MSI TwinFrozers are great coolers, it keeps your GPU really cool. Also this one is overclocked for you, so you get even more power out of your GPU.

The card pulls roughly 38w, even though it is rated at 60w, so most power supplies will not be an issue. They can be put into old E-machines with pci-e slots and run just fine.
These cards were made for use without the need of extra power and can be used in pretty much any low power, low end system.
