Yep, russian company Buka gave those keys away resently, but giveaway is over for now.

We didn't know ourselves what game they would give away and if it will be a steam game; I registered the last day of promotion only because peps on ru forum told me it would likely be steam key; we found out that they are giving steam keys for "Collapse" only after the registration time was over

Or you could simply check steamdb.info and see that that's a lie? :P. Game is region-free, there's no region locks at all.
