Newly Authorized Device
If you are on a newly authorized device that has not been Steam Guarded for 7 days you will receive a 7 day restriction from trading and the Community Market. Any other devices that have been authorized for 7 days will be able to trade or use the Community Market.
Actions such as clearing your browser cookies, using a new browser, reinstalling Steam, and reformatting will trigger this cooldown.

"The login page pretty much popped out of nowhere."
=> If you are not totally sure where it came from, it could be a good idea to change your steam password. Better too careful and safe than sorry :)

Wait, I think the same thing happened to me a while ago. I restarted steam, deleted a few stuff from the folder and the ban was gone. You were trying to open your inventory and the steam browser showed you the log in page right?

Are you logged onto the browser? Try sending the trade from there (will probably not work) if it doesn't log out of steam and the browser and try having an alt account send you an offline trade offer.

Try trading it back trough your browser instead of the steam client, both are considered separate devices so if one is locked out the other should still work, this all assuming the gifts are fine of course, If they've been marked as untradable there's no way around that best you can do in that situation is wait a week and then resell the copies you have left, that way you might even turn a small profit.

Long story short, I was trying to split a 4-pack of Payday 2 for quite a lot of keys for collateral, and Steam Guard f**cked it up spectacularly.
Before adding the game to my library, Steam asked me to type in my password in the client AGAIN, and obviously I did it since what could possibly go wrong?
Well now I'm stuck with SteamGuard locking up my trades and market for 7 days. Now I have 3 extra copies of Payday 2 which I can't trade right now. This is just so f**cked up.

Maybe I will try and use my other devices, but things are not looking good.
