"ninja" would require to parse every entered giveaway, the others should not be too hard to implement, since all this info is already available on the profile page.

There are currently 6 badges in the code:
1) Been a member for 1 year.
2) Gifted $500 in giveaways.
3) Win 25 giveaways.
Note: 4) - 6) are handled manually by Kaitlyn:
4) Actively participates in S.Gifts group chat.
5) Recognition for contributing to SteamGifts.
6) Commented on the 2012 Halloween hidden giveaway.

Actually it would take almost no additional resources at all. The Steam Gifts servers would have to host SG+'s source code, but it's just a little file (281 KB, and could be even smaller if it were minified) that wouldn't be any real burden on the SG servers.
However, that doesn't mean there are no problems with cg implementing SG+ globally. Even if SG+ were added by cg, it would still store all of its data in cookies. This means that, while all the other configurable settings on Steam Gifts are synced between any device you log into the site with, the settings from SG+ would not be synced, which would be highly confusing and discourageable. The only way to fix this issue would be to undergo the rather large task of porting much of SG+'s code from JS to PHP, and even then it would require a lot more storage space to contain the site's databases, and basically it would just be a mess.
A slightly more realistic option would be for cg to borrow features from SG+ and gradually add them as he pleases, but this would still be difficult and, for pretty much all of SG+'s features, the database concerns I mentioned earlier would still be a problem.
