Lets say you own a skin for Psycho, but you don't have the pack to unlock the class, can you still play with him in-game?

No. Just because you own a skin does not mean you get the character.

Because its a DLC for the game, not for a DLC. If you want Krieg, you need to buy him.

You can get skins for characters you don't own, and even DLC-s you don't own. It has an ultra tiny chance, but it can occur. For example: There is a paid pack (Community Day), which can be bought by Subscribing to the Gearbox Twitch Channel, at a specific period ( Subscribing means you pay 10 or 20$ ). It's a rare pack, which grants immediate access to specific skins, and a gun. Alternatively you can get them by in-game drop, but it has a really low chance.
