no they cant, ANY law is only valid in the country you live in for the time you purchase something, EU has a totally different law and therefor its valid to any eu citizen

While you could argue for refunds, using a VPN isn't something you could argue for. You are bypassing regional restrictions using one, including the ones that has your government get a share of the cash in taxes. For some reason, I doubt your government has laws allowing you to not pay them taxes in that way.

To finally at least try to answer the OP's actual question: afaik only games from cheap regions are affected (RU/CIS, South America, South East Asia, Turkey). You can still trade games bought in other regions freely. So trading a game from the US to EU shouldn't be a problem (you can also trade from US to RU for example, but you can't trade games bought in RU to anywhere else).
