Not directly, though there are some references, especially in New Vegas.

as i've understood, there is no links in f3 and f:nv, tho f:nv from original developers who made f1 and f2

There are some links which connects to the older games. The best, which I can remember right now, is Harold who appears in both the older games as well as in Fallout 3.

Not really. The main characters are different and they are set in completely different locations. There is a few references, but it's not direct.
