It shows even if you have all the DLC, I got the collection also a while back and can still enter. I think it has to do with the fact that it considers the DLC as extras and steam is not very good at syncing DLC.
It's probably the Steam API being a half-broken piece of crap again.
A lot of GotY stuff now shows as packs, ie. base game + upgrade key, and my guess is the Steam API probably butchers the data just like it does with DLC alone.
For any other DLC that you already own, you'll also still see giveaways for the same reason.

It's basically a goty edition. It's the base game plus all dlc so if you don't own all the dlc it might be showing up wierd.
