Please delete the link to the profile of the person who won your GA. As far as it is wrong to do what he (supposedly) did, you cannot call out people like that or you will face a ban yourself.
As for what you should do, create a ticket to the support, asking them to activate your win (change category to Request received feedback), show them the screenshot and they should fix that for you.

Close this topic so you don't get suspended, wait 7 days and then call support and show the proof winner activated gift, and ask for "received" status.
