I don't think creating a giveaway for it would be a problem. I looked into it, and if you buy it on Steam, you just get a key to use in game, exactly like the one from Groupees. (See the How To Redeem section for it on Steam.)

Since Groupees included DLC for City of Steam: Arkadia in one of their bundles and I don't play MMOs, I'd rather give the Orange Bundle DLC key to a player.The key is used in game, rather than within Steam, so shouldn't be making a giveaway for it, thought I doubt that would stop some people.
The only requirement I want is to see a minimum of 10 hours for the game on their Steam profile.
