Could use some proper support answer, but I think you could take key and report it to support and then they would delete giveaway, which means no CV for regifter?

Personally, I tend to avoid giving away games I've won myself; even as completely different keys of course.
But it would also be worth just taking a quick peek at the steam profile of the one hosting the giveaway. Do they already have the game they're giving away in their library? If so, chances are they won a copy and have picked up another one - not a reliable method, of course, but a step in the right direction.
There's quite a few, myself included, that use a certain website to get steam games just for completing surveys. Isn't hard to get multiple copies of the same game that way, especially bundled games.

I think you should marked it received as you did indeed received it. Then report them.

Contact support they are the only ones that can fix this mess,and the original person will not get a mark if they prove that the gift was re-gift,or i would hope they would.
Always contact support with these things,so many posted about this sort of thing,though i suppose i get why someone might ask,but when it comes to anything to deal like this always best to contact support.

First off, you can never be 100% sure if a game was regifted. He could've delayed in activating it and gifted you a legit copy. Therefore, don't be the judge of it. If you suspect him, report him. Then, treat him like any other member - he sent you a working key, mark it as received and let others finish the job of investigating etc.

Actually the mods encourage using the report feature whenever you find somebody breaking the rules. It's not about being the punisher, it's about helping the mods and the admin offering us a better experience, cancer free. Regifters and scammers have no place here. They must be PURGED!!!

But on a side note (and much more serious): Are there plans for an SG knowledge base to detail odd instances like the one described in this thread, where those with similar issues can find suggestions for resolutions outside of the FAQ? I figure it'll make it easier for somebody to properly start (and potentially pre-research) a ticket this way, maybe take some of the burden off support. Plus, it'll save support from having to read through all these forums and keep re-answering all the same questions, etc.

It is possible for him to just redeem the key (if it's even valid). There is more benefit in doing it my way, but I'm not going to argue with you about it. Every person has to make their own choices in life.

What should I do if for example I see one of my winner did not activate the game and have a running giveaway for it ? Could I request a reroll ? Would his giveaway get deleted and would he get suspended even if my giveaway ended less than a week ago ?

You can only request a re-roll for one of your own giveaways. If you suspicion that they guy might regift your key is not sufficient grounds for action to be taken. Only once the key has been regifted is there evidence of regifting. The guy might give away a second copy and still activate your gift after the fact.

I had this exact same issue today unfortunately I activated the key before reading the regifting thread and checking. I considered posting on the original GA to make the keys originator aware but thought it may be classed as 'calling out' as I was drawing attention to the issue in public. Raised at ticket anyway...

Most of the time, the person who wins the regifted key activates it immediately. On the rare occasion that doesn't happen, other options become available.

It was a mass giveaway and I already contacted with the original owner. However, he hasn't been on steamgifts for 6 days, and steam for 47 days so I'm not sure if he will see my message.

It looks like you've filed a User Report. That takes it out of the hands of Support and escalates it to the Mods. As there are thousands of User Reports to go through, and only one SuperMod, it may take some time to get to your ticket.
In the meantime, I suggest you wait for the duration of the seven days on the off-chance the giveaway creator will contact you. If he/she does not, activate the key you have and mark it received. Then, wait until we get back to you on your ticket.

If the key is not valid any more (remember that a regifter does not play by the rules), rerolling the original GA could end up the original owner having a non-delivered gift, the new winner having a non-received gift, and the creator of this thread having a non-received gift or just the memory of it (if regifter's GA gets deleted). Everybody involved has a sour taste in their mouth at the end, except the regifter who does not give a shit.

That's a worst-case scenario, but it is possible. At the bare minimum, the original creator has had his or her key go to someone who wanted it, the new winner has lost nothing, the winner of the regift has helped stop the wrongdoing, and the regifter has been punished and had his or her record updated. Granted, some people don't care if they get suspended, but such people disappear quickly from SteamGifts.

As others have said, it's better to explain what happened to support. Create a ticket in the Others category because a user report might take months to be resolved.
It's your win, so activate the game and mark it as received otherwise you would be breaking the rules. The original creator will get their received feedback if support find out what happened. I had a regifter who didn't leave feedback myself.

Are you sure you won a re gifted game? check his profile to see if he owns the game.
You can ask support if you dont want the key, or aren't sure if he's a regifter, what you cant do is accept it and mark it as non received, you will face a small suspension for that

first of all contact support to let them know the situation. they will tell you what toi do, if you dont activate you will get a ban, so if the person that is regifting didnt activate his, he will get banned eventually.

Seeing as how you said it was part of a mass giveaway (mentioned in another post above) I would activate the game, mark as received and then report the ass to support for not activating games and regifting them.
There is no reason to leave the key for him to use to try to get out of the dog house with support, make them spend money to put the game on their account to teach them a lesson.
Heck even if it was part of a mass giveaway i'd still be suggesting you do everything I suggested. I would also talk with the original person who you think gave away the game, make sure it is actually the same key and if it was marked as not received on their end, have both of you talk to support about getting it marked as received so the original giveaway maker doesn't suffer because of the ass.

So, here is what you should do. If the key is available on the giveaway you won, please activate it and proceed to mark the giveaway as Received.
If you think the user you won a giveaway from broke a rule, that's another issue and you should report them accordingly.
I read some of the advice in this thread and most is not what you should do, if anything, some might even get you in trouble.
After you've seen this, please close the thread if there are no other issues.

I won a giveaway, but I found the creator is a regifter, and I won a regifted game.
Usually I check before entering giveaways to prevent something like this happen, but somehow I did not check this one!
What should I do?
If I activate the key and marked it as received, it will add his/her contribution value, and I don't think it's fair.
If I just report the user, the ORIGINAL creator might receive a "not received" feedback. :(
