Dark Souls Prepare To Die Edition

From when is this game region locked ? I saw it before in the store and today I was just updating my wishlist and now it's gone . My steam friend from the UK sent me the link to it and it said it was locked for my region ! Why is this ? I can still see Dark Souls II . Is changing my country on steam gonna help ? Can I read about this anywhere ?

P.S. I am not sure if this thread is breaking any rules so please call it if it does .

Russians buying game for 5 Rubbles or so and its locked to Rus/CIS countries.
Edit: Link to game in USA http://store.steampowered.com/app/211420/ sale ends June 30th.

Log out of steam in your browser and clear cookies and log back in.
I accidentaly hit the age verification button set to 1 day old and cant see adult content.

Well you'r just asking why, I don't see how this could break the rules, however I'm gonna help you because I had the same problem and I managed to get it working (no, I'm not talking about illegal things like proxys or anything like that).
