It's not really an error but a way to see if people start buying from Uplay if the prices were truly low. I think, they think people keep using Steam because of sales and low prices but they are wrong ... Uplay just sucks.

And uPlay.... while I'm not entirely against uPlay (I've beaten some games on that platform), it's not enticing if it doesn't come with Steam key (although we still have to launch uPlay for Ubisoft's games).
