As you registered on site with english rules, I will assume you understand english.
When you join on steamgifts, you get 3 slots for giveaways, so when you created 2 giveaways which you won't deliver, you lost 2 slots. Now you have only 1 slot for new giveaways (support may add you another slot if you will life long enough to get answer on tickets). Nobody can make you any law problems for not giving them game for which they entered for free, you neither won't be suspended for, but you will have 2 ugly red cross on your steamgifts profile. Be careful, when you lost all available giveaway slots, it is game over and you stay locked on level 0 unless you ask support for other slots. As I staed before.

it's my fault for not reading the rules without registering at first
I thought I could gift 3 games for free, I even risked being banned from the site, but I was sad, if I had known at first and had the situation, I would have bought the games as a gift, thanks for the help
