that's usually on purpose -- to target people who don't have a lot of sense and will actually think steam took their account away for some reason. They know that if they word it cleverly and manage to steal an account from someone who has any sense, they will take steps to get their account back then take further steps to make sure the scammer is "dealt with" beyond getting their account back (they will be blacklisted from whoever they bought the domain from and likely other web hosts as well as possibly face legal action for opening that kind of site). The way they have it worded now, the intelligent people will ignore it or report and move on, and people that will actually fall for this will genuinely think steam took their account - the ideal situation for the scammer.
