Higher Lvl restrictions will less number of users with basic/simple method of misusing the system like re-giving or not activating gift but higher Lvl users use different method if they decide to misuse the system !

The only reason I create a level restricted giveaway is Some people at low level didn't know how the site works (Asking me how to find the sent code, through Steamgift site itself. Even with the explained description). So a +1 for each (Currently at +4).

I do, but the discomfort is eased by the thought that 3 different winners in the last batch of giveaway I did, didn't activate some gifts in their accounts.
