This user isn't a native English speaker going by their Steam profile, so chances are Google Translate or a similar machine translator made a mess of the text.

I guess he may be a bit confuse about how CV work.

Reetrix, if it's CV you mean, ins't money, but a value "count" of how mutch stuff you have given away. Some people may put a minimun CV requisite for people enter their giveaways, and it's mainly for that you "use" your CV.
You don't spend it or anything alike, just have the minimun needed for entering giveaways or not. And get more CV by making giveaways (being need no bundled games to go ahead from 30 CV).

I hope it may helped. If ins't CV you're meaning at all, please try to explaing a little better what you mean, because it's a bit confuse right now ^^

No money is gained here, only SteamGifts points, which are used only to enter giveaways. They can not be exchanged for any sort of currency.

I'll do it.

No puedes gastarlos, simplemente indican cuánto has dado.

Why, it's obvious. You can spend your CV gained with a free offer to buy games on Steam. Everybody knows that and you're welcome to abuse free offers to boost your CV so you can buy more games.

I hope Google translate include a sarcasm detector.
