Area 51 should be freeware (I've never played it btw, I don't even know if it's scary but it looks like a horror game).

As a PS2 game, this isn't free, but if you have the chance, check out Haunting Ground. The gameplay forces you to run and hide from certain characters, and since you are unable to really fight back, I found it quite disturbing, more than any game that gives me a nice gun.

While not as good as the paid version available on PSP, Corpse Party is free and can be creepy.

There was a free survival horror game a few days ago. "Christmas Shopper Simulator." It is one of most scary games I've ever seen. I think it is still possible to download it.

The most terrifying games out there are ones that require GFWL to play. Truly the most horrific experience of anyone's life.

Two great free horror games are : "Afraid of Monsters" and "Cry of Fear".
Both run on older engines and have lower resolutions but it only makes things more creepy.

Try Afraid of Monsters first, and see if you like it. Cry of Fear is definitely worth it.

SCP Containment Breach is a nice scary indie game thats free :) its not on steam though so just search and itll come up

I have played Cry of Fear, it's scary enough for a free game.

However if you have money later: i highly recommend Amnesia and Outlast, they are usually quite cheap during sales time.. (and both their dlc expansion thingies), they are hands down BY FAR THE BEST and SCARIEST games I have ever played in my life. I warn you: Stay the hell away from them if you are normal/sensitive...
