I'm not sure, but I think I remember that some years ago I couldn't gift games that I didn't own. But I have bad memory so I'm not sure.

You can make a giveaway for (almost) any Steam game in the form of a key, a gift in your inventory, or buy as a gift to the winner when the giveaway ends. Many people, including me, give away leftover games from bundles that they aren't interested in and they don't own.

With regards to gifting, if its a steam gift, bear in mind the region restrictions may apply as steam may not allow you to gift to a region where the price is significantly higher or lower than yours (more than 10% if i remember correctly)

It says here https://help.steampowered.com/en/faqs/view/58D3-B80D-2943-3CC6 that if where I live there was restrictions I would see a message. I hope it is like that.

are you sure? I always thought that policy is only lower price sensitive & you´d be able to gift to anywhere from high price regions like EU or NA ..
keys are another matter ofc. Any trustworthy shop should easily give you information where the key is valid tho (looking @ you FANATICAL ;)

It is only lower price sensitive. I've seen people claim that the alleged "10% difference" thing goes both ways on multiple occasions but have had no problem gifting from EU to Russia with a 70-80% price difference. ^_^'

I've seen other people mention its 10% both ways so assumed that was the case. I don't tend to gift on steam due to this issue but glad that the gifter was able to gift the game this way. Thanks for letting me know its lower price sensitive only.

Totally fine. Many, my included. Give away games they don't really want. So long as you don't accidentally redeem the codes, it is all good.

For sure. I've done it several times for God of War and I don't own the game yet. I've done it for other games I wanted to play because it was picked by our Group/Discord members.

No problem, you can.
Maybe what you remember is seeing a few fake GA's on big games being given away by brand new accounts being called out by the community as ''The game is not even on the gifters account'', but there is no rule against it - it is just another nail in the coffin towards identifying a fake GA.

Clarification: Calling out is no longer allowed, if you think a GA is fake, report it.
