3k is more than enough. You won't need any recording software. Anything later than a GTX 560 comes with a recording program called Shadowplay which hasn't absolutely zero impact on your processor as it runs entirely off the GPU with flawless framerate and resolution. The incredible thing about Shadowplay is that it's ALWAYS on, no setup required. Just press your hotkey and it'll automatically render the last 10 minutes (or whatever you set it to) of gameplay. Or of course you can do it manually do. It's a pretty mindblowing piece of software.

Only use it for instant replay really and if I need to record in-game footage for a l4d2 mod.
i7-4790k (not OC yet) , GTX 770 2GB , 16 GB Ram , Win 7 64bit.
Btw in WIn 7 the videos will be cut in 4gb segments due of the codecs that Shadowplay use and as far as I know no such thing in Win 8/8.1/10

They aren't anymore because the problem was that they were actually too big for how often I was saving recordings. Most of the time I just save simple clips from the last few minutes of gameplay with friends when something funny happens and keep a private archive on youtube for when we want to look back at them for a few laughs, so I changed the recording time down to 5 minutes. But before that it was absolutely over 4gigs, I've got a folder with about 200 recordings, half of which I don't end up using, and it was just clogging the crap out of my drive.

I use and recommend shadowplay. It's great, no fps drops in games at all. and you can use any editing software later to polish the video if you want. (i5 with 16gigs of ram and gtx950 here if you need that info). Also, there's a manual mode you can select and set up to record like in fraps - from the moment you press a keyboard key until you press it again - and also select desired fps, resolution, bitrate..
Also note that shadowplay is nVidia feature, so not available on AMD cards.

Well I don't know where you live and what the prices are over there, but I'm sure Core i5 CPU with 8 or 16 GB RAM and a newer nVidia card should be enough for all the games, and if you opt for Shadowplay (nVidia) then cpu/ram don't have anything to do with recording, but having 16 Gigs will help with potential video editing.
I'd say gtx1060 should be considered decent middle ground for 1080p, 1070 or even 1080 if you have money to spare... anything less only if you're gonna play in resolution under 1080p (I use gtx950 (prev. generation) because I play on a 19" 1366x768 monitor so that saves me a lot of money).
I'd also suggest a Seasonic PSU for stability, I believe some modular 520w model should be enough (because modern cpu/gpu use less power than ever before) and when choosing motherboard it's important that cpu slot matches your cpu (LGA marking) and has enough memory slots, everything else is optional and depends on your preferences (if you don't need a wifi module or another pci-x 16x slot for SLI; don't buy a more expensive model of motherboard and save some money there).
I agree with suggestion to get a SSD for system and a 1TB hard drive for everything else, but I would not suggest installing all the games on SSD for various reasons. I tend to keep only system on the 240GB SSD and maybe 4-6 apps that I use often, while everything else is in separate partitions on 2x 1Tb hard drives. Most games won't be any slower because they all load to RAM anyway when you play. SSD should always be at least 1/4 empty so it has enough place to do it's thing and prolong its own life.
Also, get a nice modern case with a cable management system and good but quiet cooling solution, it's really important in the long run.

You can set the time to whatever you want and yeah I've used nothing but shadowplay for all my uploads since I learned of its existence and all the recordings have been absolutely lossless, you can't tell the difference between the recording and the original.
Recently upgraded to a 1060 but been using it since my 760, 10g gigs of ram, some cheap budget asus motherboard that's 7 years old now, can't remember the model or even get it to show up on the config anymore but it still runs like a dream, with an i7-2.6k (Although you don't really need more than an i5 for casual video editing/rendering, I have this because I was doing a lot of 3D modelling along with video/audio editing practically every day.)

OBS is all you need.
To your new pc: I think a AMD Ryzen might be the better option because you want to record in the background and maybe even stream in the future. Boths, AMD Ryzen 7 1700X and the non x Version would be more than enough.
On Memory I would go with 16gb-32gb, But would start with 16 and then see if you need more for the decoding-work.
GPU: Here is the question if you want to play and record in fhd or above. If fhd, a 1070 should be more than enough. Everything above would need a GTX 1080 or GTX 1080TI (all Nvidia). It might be also a good idea to wait 1-2 more moths and see what AMD will bring with VEGA.
for the memory I would say a SSD ~500gb for games and the os + a 1TB+x HDD for your movies should be enough.
All in all I don't think you need more than 2k for the whole rig. With a stron cpu and enough ram you prob need to change only the gpu in the next 5-7 years.
