Actually, that's not quite true!
In fact, it seems (i'm 100% sure) they corrected their API to fit the intended system and it was actually before that it didn't work as indicated in their documentation.
In their documentation it says since years:
By default, free games like Team Fortress 2 are excluded (as technically everyone owns them). If include_played_free_games is set, they will be returned if the player has played them at some point. This is the same behavior as the games list on the Steam Community
The API used to take free licenses into account, even if the game time was 0. This is no longer the case.
Firstly, for those like me who have by default their time to games hidden, no license free at will be counted from now on, even even if I do played it.
On steamgift, it's no longer possible to participate in DLC giveaways if you haven't played at least a few minutes of the free base game.
Free game DLC winners shouldn't be affected, even if they haven't played the base game.

Another scenario that is affected by this is when games move from free to paid, such as the recent Warhammer 40,000: Speed Freeks from Humble Choice. There may be winners of those giveaways now that technically already own the games (so would have to reroll or remove the free license before activating).

What about the other way around? If a game was paid and becomes free, anyone who won it previously but didn't play it may face a suspension for this game, since it won't report as owned anymore?

I don't think it's going to be a problem, because won games are activated from a key, and not as FreeOnDemand (different sub), so they are still seen as owned. I think it can be problem. Somehow it shows me: The Mind of Marlo (2018-11-10 22:17:00). I had a key but still it shows as unactivated and i have this on my account. I try to play it a little, but so far did not helped (maybe with delay).

I noticed that guest/friend passes that I had (No Man's Sky, Party Animals, It Takes Two, ...) no longer show the base game as being owned in the API or in my game list. Still in the library.
Ditto with the Hitman Starter Pack and Call of Duty MWII DMZ.

Took me a moment to realize this was about that left panel that says "steam" at https://www.steamgifts.com/account/settings/profile. I was looking at my library and profile games section on steam and was like nope nothing changed, but I get it now. This is likely a good change, but when a game gets removed from free to get yet is still in someone's library, the count and display should be adjusted properly in the api imo to reflect that.
Also, why this instead of fixing the damn deluxe, complete, pack whatever editions that never work right?
Edit: Anyone knows of a list/filter which updates often of all F2P games that have paid dlc's?

Oh so thats why my ITAD sync suddenly flooded with "no game found during sync". 110 of them were demos tho.
on ITAD and Steamgifts list it doesnt count "unplayed only" tho
Examples that are lost during sync:
"Alabaster Dawn Demo" was on the list and I played 2 hours of it.
Ive also played; Pathologic 3: Quarantine, Octopath 2 demo, "nothing", Marvel Rivals, Wuthering Waves and bunch others
Unless this is due me hiding my hours...time to test
Edit: Yeah its due hiding playhours... Went from 683 to 755 and now it shows stuff like Wuthering Waves...good one

Hmm, now my BLAEO is listing 230 games missing from my library.
Notably this also hides games that have been played just very briefly (less than 7 minutes it seems).
For BLAEO I liked the old way better, but it's not a huge deal and I'll learn to live with it.

At least one user who got suspended said, the problem was, that they won a DLC for a free game, but did not play it. So now the game shows as not owned and as such the DLC seems not activated. I will not link the thread, to prevent calling out that user.

I am a bit confused. Some free games that I've played are reported as missing. (for example TF2 with 1:30 playtime and several titles with <10min playtime)
Is there a minimum playtime requirement? Or do I have to have played them recently?

Not sure. I have about 40 hours in TF2 with my last login a couple of years ago to scrap some junk I was given. It is visible on my account. While some other games with 100% achievements but minimal play time are not. I imagine 5 - 10 minutes will be required at minimum.
A few minutes has been enough for them to show on accounts as I've had a couple of users play a now hidden game just long enough to do so. If there is a countdown where it is hidden again, that will be annoying.

Just checked my library and TF2 was just gone. It still shows up as owned one the store page but it isn't showing up in my library.
Acording to various forum threads, this is a common issue with TF2 and not related to this change.
But yeah, there seems to be a ~10min minimum time requirement to show up in the first place

Anyone know if removed free games count? Steam is just trying to steal more and more of our library away for no reason. The least they could do is have an endpoint for restricted games.
Also, I don't like polluting my stats with games I haven't actually played, so I don't use card idlers and the like. So anyone who does, is now at an advantage over regular users.

Free games were never added to the game count (I have literally all free games on Steam added to my library (took me weeks to do that with the cooldown "hour" every 50 games lol) and in my library the game count is over 23K. On my profile the count is over 6K.

I won Iron Madness on here years ago. It's now a free game and sgtools says it's not activated. I see the game in my Steam client library but not when I search in the web browser steam profile's All Games. Do I have to install the game and run it for a few minutes?

in SAM you enter the app id you need (have to own the license for it, or if it is a demo, then hover over the play demo button or use steamdb plugin for the app id), start and just leave it running, then after X time you close SAM and boom, you "played" the game
i do this for some giveaway website entries that require to play demos for like 30 minutes, always worked

edit: it worked but you need to have the privacy option "Always keep my total playtime private even if users can see my game details" unchecked. If it's checked sgtools will not see the game even if it saw it before which is annoying.

Noticed after a sync that my game count dropped. Looks like free licenses are no longer counted. I still have the licenses on my account, so assuming the API has either stopped reporting free licenses, or changed it's schema. Barter also shows free licenses removed after a sync. If this is an intended change on Steam's side, then it could stop people being able to enter giveaways for F2P games DLC at the very least.
EDIT: It may just be un-played free licenses that no longer get reported. Based on the wording of the API doc here Valve may have always intended it to work like this.
EDIT 2: Importantly, this might have an impact on "non-activation" suspensions for games that have gone from paid to free as pointed out by DarkDreams1 below.
